Federal Government Experience

I have an extensive background of exemplary service with the United States Department of State and Central Intelligence Agency (both internationally and domestic), with extraordinary professionalism. As a Diplomat in Saudi Arabia during the first Gulf War (Desert Shield and Desert Storm), I was involved with all facets of wartime preparation and support for the US Embassy. This responsibility included the coordination and the implementation of an evacuation plan for all non-essential American personnel from the Saudi Peninsula.

Other responsibilities included the support of the US military presence in the Saudi theatre during the pre-war preparation and during the active war time effort. In addition, I was the Liaison Officer to the US Army Regional Affairs Office in Frankfurt, Germany, which supported the massive withdrawal and downsizing of US troops in Europe. I further served in other civilian government positions s which included; the CIA Southwest Regional HR/Recruitment Manager, and as CIA Contract/ Procurement & Acquisition Officer in Washington DC. In all governmental positions, I served as the legal and administrative expert for HR/Recruitment, Contracting, Procurement and Acquisition, The details of my responsibilities are provided below:

  • Recruitment/Personnel/Human Resources Manager,
    Central Intelligence Agency:

    I was the Manager and Chief Administrative Officer for all financial, budgetary, and logistical operations of the Dallas, Texas Regional Recruitment Center. In this position, I was the expert for marketing and promoting employment opportunities for the CIA with Senior University Officials and coordinating high visibility recruitment events, diversity career fairs and professional organizations presentations within the Southwest Region.

  • Contracting Officer, Central Intelligence Agency:
    I was assigned to the CIA Contracting, Procurement and Acquisition Team as a Contracts Professional for the administration and monitoring of government contracts (including several multi-million dollar projects), and for acquisition planning and documentation, proposal evaluation, negotiation, and preparation of contractual documents.

  • Administrative Officer/Human Resources, US Army,
    Regional Affairs Office, Frankfurt, Germany:

    I served as the Chief of Administrative Support Services, Manager, and Primary Executive for financial and personnel administrative functions including management of all aspects of finance, HR, security, logistics and procurement support. This position included a $2.6 million budget for planning and preparation of an annual fiscal program and management of expenditures and budgetary deadlines in support of operational goals.

  • Administrative Officer/Human Resources,
    Embassy of the United States, Riyadh, Saudi Arabia:
    I was the Chief of Administrative Support Staff supervising the administration and operation of the Ambassador’s Special Project Staff involving a $2 million office budget. This responsibility included the design and implementation of emergency action/contingency plans and coordination with the local US business community and Saudi emergency agencies in response to the Iraqi invasion of Kuwait and evacuation of Saudi Arabia (Desert Shield/Storm).
